The Minutes Books prior to 1918 are missing-see entry 22nd October 1929 as possible explanation.

 

15th April 1918

“Mr W H Stephens proposed that Mr G Lang of Millcombe be appointed Overseer to the East Side & Mr L Philp of Yolland for the West side for the ensuing year seconded by Mr S Hooper & carried.”

 

Additional Overseers also appointed were Mr J Rundle of Rillaton, Mr Thos Martin of Uphill, Messrs S Peters of Caradon Town & H Snell of Henwood.

 

Cheques for rent for the allotments were paid to Mr R Blake, Mrs Barrett & Mr J Coumbe

 

7th October 1918

Mr W H Stephens nominated to assist Miss Dingle in the work of looking after Pensioners & Service Dependants in the parish. He replaced Mr Shovel.

 

27th January 1919

The Clerk’s salary (Mr W H Carkeet) was raised from £10 a year to £15.00, this included his duties as assistant Overseer and for all journeys and allowance by Revising Barrister.

 

15th April 1919

Due to having applications for allotments enquiries were to be made of “neighbouring farmers with a view to obtaining land”.

29th April 1919

No success at getting land for allotments suggestions made that Mr Hurrell of Newland be approached about a field at Dunsley and Mr Batten about 2 fields at Downgate.

 

26th  January 1920

An agreement about allotment land for Mr Trays rented from Mr Hurrell was reported , 5 acres at £2 an acre.

“A list of unoccupied cottages was read by the Clerk when Mr Hooper proposed that this Council make a recommendation to the Overseers, asking them to make a list of unoccupied cottages reducing them to the value of 5/- by striking off those that are in ruins.”

“With regard to the benefit derived to this District served by the Liskeard & Caradon Railway, Mr T Shovel proposed that this council make an application to the County Council Reconstruction Committee urging the importance of relaying the line.”

Congratulations given to Mr J Philp on his recent marriage

Proposal from Lezant Parish Council that the Linkinhorne Council meet one half of the cost of putting a new foot bridge across at Trefrize Mill. At meeting of 10th Nov agreed that “if the work could be carried out without costing an exorbitant price that it should be done”. A tender of £16.10.0 from Mr R Pearce was accepted.

“The Sub Committee appointed to look over old Parish Books and documents reported that they had met at the Parish Rooms on the 18th inst. and found that all books and papers there might (with the consent of the District Auditor) be destroyed.”

“Business to consider and approve or otherwise of draft lease of the Parish Hall, Upton Cross from the County Council”. Lease not agreed as it was for 7 years rather than yearly.

 

19th February 1934

“Re: Caradon Town Well, whether public or private.

The question of the well at Caradon Town was raised when it was agreed that as far as the Parish Council is concerned they look upon it  as a public well, the Clerk to report to the District Council to that  effect if the matter should be referred and carried.”

13th August 1934

“A Vote of Condolence was passed by members of the Council standing to the widow of the late W J Chapman of Rilla Mill. Also to Mr D E Kittow and family of Browda by the death of his mother. The Clerk being instructed to convey the same.”

Mr Male was later co-opted to take Mr Chapman’s place.

 

21st January 1935

It was proposed that “a Committee be appointed by the Parish Council to prepare a register of public foot paths of the parish to be entered on the survey map,”

“The Clerk reported that the footpaths committee had met on May 20th 1935 and that 42 footpaths were scheduled.

 

21st October 1935

Housing: “that the Council make application to the RDC under the new Housing scheme for houses to be built in Linkinhorne”, it was proposed that “this Council recommend two suitable sites for building four houses at Upton Cross, one below the post Office and one below the Reading Room, two houses on each.”

 

20th April 1936

A vote of condolence was passed to the relatives of the late Mr D Parkyn who had been a respected member of the Council for many years.

“A complaint was made about the pollution of a well at Plashmill caused by water at times entering from the leat.”

 

14th September 1936

Item. “To consider a request by the Linkinhorne Church Council to provide the parish with a public cemetery.” The matter was referred back to the church council.

Parish Council wrote to County Council to say they were most dissatisfied with the delay in building the houses asked for at Upton Cross.

Rilla Mill Water Supply. “this Council inform the RDC that the matter had been considered at the Annual Parish Meeting, which had been fully represented by the consumers, that Rilla Mill residents do not want the scheme at the present rate of charges & this Council is desirous of the scheme being dropped.”

Various discussions on the salvage of waste materials. A stable was offered at Upton Cross for the storage of waste paper.

 

5th May 1940

Discussion of a letter from the Ministry of Supply Iron & Steel Control

Concern expressed to the RDC about the diverting of the public water supply at Minions and a request that it be put back to its original position.

 

14th October 1940

Consideration of communications from Cornwall Joint War Committee about a flag day, and the Spitfire Fighters Fund. Letters passed to the Linkinhorne War Funds Finance Committee.

 

19th February 1941

“A letter was read from Mr Barry, Chief Billeting Office, asking the Parish Clerk to make the necessary arrangements for the reception and billeting of 200 children from Bristol, as there is now no billeting officer for Linkinhorne. It was mentioned that the matter is not in the province of the Parish Council”. It was resolved to take no further action in the matter.

“Mr Male reported that a large pump had been delivered to the school.”

 

21st April 1941

“A letter was read from Capt. Pilling concerning a two man manual pump.”

 

5th May 1941

Miss Turner appointed as the Billeting Officer for Linkinhorne.

18th  August 1941

Mr W H Daniel a newly appointed member.

A civil defence Committee of five persons was elected.

The Sanitary Inspector wrote saying that he hoped to make an inspection of the water supply at Sharp Tor in the near future.

 

27th October 1941

A letter from the RDC concerning instructions from the Ministry of Defence for a survey to be made of all unnecessary iron railings in the District. Response that “we know of no unnecessary iron railings or posts in the parish adding that we as a council think there are a lot of unused iron at mines and quarries in the neighbourhood.”

 

24th November 1941

“a schedule of all iron railing in the parish be made & sent to the RDC irrespective of them being necessary or unnecessary.” The following list being made:-

“Mr H J Shovel of Darley & Mr J H Shovel Plushabridge had volunteered and been appointed as Salvage Stewards for the Parish”

 

19th October 1942

“Business: To consider the Rural Workers Meat Pasty Scheme. Mr Male pronounced that this council is in sympathy with the meat pasty scheme. Proposed that all shopkeepers in the parish be approached to find out if they are willing to receive and sell pasties and numbers likely to be required.”

 

23rd  November 1942

“The Council were asked by the RDC to mention suitable buildings in the parish that could be earmarked as temporary mortuaries.” Upton Cross Church Sunday School and Rilla Mill Men’s Institute were considered suitable.

 

19th April 1943

A letter about the Prisoners of War Food Parcels Fund was passed to the Linkinhorne War Funds Committee

Mr T Shovel resigned. Expressions of gratitude for his 60 odd years of Parochial and Public work connected with the Parish.

26th October 1943

“The plaque presented to the Parish by the Lords Commissioners of the Admiralty to commemorate the adoption of HMS Rhododendron during Warship Week Dec 1941 was laid before the Council.”

 

16th November 1943

“A letter was received from the Secretary for Education saying his Committee would be pleased for the framed plaque to commemorate the adoption of HMS Rhododendron to be hung in the Upton Cross Council School and would like further information concerning the removal of the Roll of Honour at Sharplands School.”

 

22nd Nov 1943

Business to consider Post War Housing: It was resolved to recommend four houses be built at Butts at Corner Field, 4 houses at Upton Cross to continue on from the Council Houses and 2 houses at Rylands.

 

14th January 1944.

“Clerk to write to the Women’s Institute to ask if they were willing to have the Roll of Honour now at Sharplands School hung in the Institute.”

“The Council stood in silence when a Vote of Sympathy was passed to Mr D E Kittow and family on the loss of their eldest son Lieut. J B E Kittow who has died of wounds received in North West Europe.”

“Mr Bartlett be asked to remove the Roll of Honour from Sharplands School and re-hang it at the Rilla Mill Women’s Institute.”

 

16th  October 1944

A vote of Sympathy was passed to Mr & Mrs L O Shovel on the tragic loss of their daughter Hazel on active service, also to Mr H H Male & relatives in the loss of his sister-in-law.”

“Mention was made of the recent award of B E M to Mr G Hocking of Plushabridge in recognition of long and faithful service.”

 

23rd  January 1945

Report on housing: The suggestion for the building of houses at Rylands was dropped. That land be bought from Mr Davy of Sterts for the construction of 6 houses adjoining the Council Houses. That ½ acres of land be purchased from the County Council for the construction of four houses at Halwinnick Butts.

 

16th  April 1945

“Letters were read from Mr Cottam re-Victory Hall when it was decided to call a Public Meeting at Upton Cross on 23rd April 1945. The Clerk to advertise in the papers and send notices to the Churches and Chapels.”

 

29th May 1945

The Clerk was appointed as the Parish Councils representative on the Victory Hall Committee.

“A letter was read from the Linkinhorne Women’s Institute asking if the Parish Council could do anything with regard to obtaining Playing Fields for Upton Cross and Rilla Mill. Mr Arnold moved that whilst sympathising with the object in view of the Women’s Institute this Council feel that they cannot do anything in the matter for the present.”

 

9th August 1945

Requisition of unoccupied houses. The Council was asked to report to the RDC a list of unoccupied houses for requisition, when the following list was made out.

3rd September 1945

Business. Peace day Celebrations

Resolved to give a free tea to all children up to 16 years of age at Upton Cross on 29th September. Committee formed.

“Mr Shovel proposed that this Council ask the Rural District Council to erect a public convenience at Upton Cross.”

23rd Sep 1947

Discussions on wording to go on war memorial and on the Roll of Honour.

Collection boxes to go in the local shops for a presentation to HRH Princess Elizabeth on the occasion of her marriage.

 

19th April 1948

A letter sent to County Council stressing the need for five bus shelters in the parish, in order of priority these were Kersbrook Cross, Minions, Upton Cross, Butts, Rilla Mill.

Mr L O Shovel resigned from Chairman and Council as he was leaving the Parish

 

6th July 1948

Mr N Martin elected to fill the casual vacancy.

Dedication of the new war memorial to be on 18th July 1948 at 3.30.pm. Mr W Strike was asked to unveil it.

 

25th January 1948

“The Assistant Post Controller attended and explained the proposed change of postal address for the Western half of the parish of Linkinhorne”. (This is when the western section came under Liskeard postal area).

 

11th April 1949

“A letter was received from RDC asking for names for re-naming Council Houses. Mr Daniel moved that we suggest Moor View Terrace.”

 

31st May 1949

Mention of the Temperance Hotel at Minions.

It was proposed “that this Council write to RAC concerning cars passing at speed by the new Council  Houses at Upton Cross, being dangerous to children, with a view to having some caution signs fixed.”

 

31st May 1950

“The Chairman raised the question of a testimonial to Mr H H Male on the occasion of his retirement in July next as Headmaster of the Upton Cross Primary School after 29 years service there.”

 

Throughout this period W H Carkeet was Parish Clerk. He retired in March 1967 having been Parish Clerk for 61 years.

 

The Parish Council Minute Books 1918 to 1953 and 1953 to 1979 are deposited at the Cornwall Record Office as is the Parish Meeting Minutes Book which dates from 1946. Two account books covering 1918 to 1940 are also deposited.
